The investigation of non-neutral plasmas requires measurements to get information about the properties of the ensemble. These implies an interaction of the system under investigation with instruments and therefore an interception witch might changes the properties of the NNP. This measurement problem seems to be philosophical or relevant for high precision measurement of atomic properties. On the other hand, the collective behaviour of multi particle ensembles is influenced strongly by small disturbances and reacts in time scales of the plasma frequency to it.
